Conquest is the main mission of Hearts of Iron 4 players. From start to finish, you will have to do your best to take over the territories of your neighbors and win the Second World War.
One of the biggest problems you will have while taking over the world is that the conquered territories will not approve of your governance.

This is why a Collaboration Government is the best middle-ground choice for people who want to get the most out of conquered territories while also avoiding the usual resistance problems.
To make a Collaboration Government in HOI4, you will just need to reach an average of at least 80% Compliance in the territories of the conquered state, at which point you get a decision to form the Collaboration Government.

What Is a Collaboration Government?
Once you conquer a territory in HOI4 that isn’t considered a core of your country, it will then have special Resistance and Compliance stats.
These will decide how well you control the territory and what resources you get from them.
If you manage to meet the right circumstances, you can turn a conquered country into a Collaboration Government, which is a different type of Puppet state only available with the La Resistance DLC.
The only difference between a Collaboration Government and a normal Integrated Puppet in HOI4 is that you gain 75% of the vassal’s Civilian Factories, as opposed to the 25% you would get from a Puppet. Otherwise, they are exactly the same.
How to Make a Collaboration Government in HOI4
To make a Collaboration Government in HOI4, you will first need to conquer enemy territories that aren’t cores.
You might think that it’s possible to do it before fighting due to the special Intelligence Agency missions that allow you to build up a Collaboration Government before a war.
That mission actually just helps make a country capitulate faster and allows you to make a Collaboration Government faster by giving you extra Compliance when you conquer the country.
Once you conquer someone, to make them a Collaboration Government in HOI4, you will need to reach an average of at least 80% Compliance in their territories.
You can check this from the Political tab by pressing Q and then opening the Occupied territories menu.
When you raise the average Compliance in the country to at least 80%, you will get a new decision in the Decisions tab to form a Collaboration Government.
Once you press that button and pass the decision, you will get a new vassal that has the name of the “released” country with an adjective representing your country, and they will also have the same color as you on the map.
