You cannot manually add or remove planets from sectors in Stellaris anymore. This feature used to exist but is now removed. Planets are now automatically added to a sector if they are four hyperlane jumps away from the sector capital.

Can You Add Planets to Sectors in Stellaris?
To keep a long story short; the ability to manually add planets to sectors has been removed. In the past, when you created a sector, you could add or remove planets from whatever sector you liked. This is no longer the case.
If this is a feature you are desperate to see returned, there probably are mods you could find to do that for you. I prefer the changes to sector management. It is now much easier and beginner-friendly.
When you create a sector now, you select a planet to be the sector capital.
The game will then add every colonized planet, within four hyperlane jumps, to the new sector. So if you are trying to group certain planets together, you will have to choose your sector capital very carefully.
While this change may limit some min-maxing potential, in terms of governor selection, for example.
To the average player, this loss will never be felt, and the reduction in workload allows you to maximize economy output elsewhere.
