When you finally decide in Crusader Kings 3 that life as a tribal ruler has been enough for you, there will be a decision waiting to make you into a feudal ruler.
Though this decision will always be available to tribal kings, it will also have some requirements that need to be met before anything can happen.

The Organized Faith Requirement Explanation for Crusader Kings 3
When you try to become feudal in CK3, one of the main requirements will be for your religion to be an Organized Faith.
An Organized Faith is a religion that has scriptures and proper clergy surrounding it. The game considers all major religions, such as Christianity, Islam, Buddhism, and Hinduism, Organized Faiths.
All pagan faiths need to first reform before they could be considered organized. Even if you change nothing about your religion when you reform it, it will still be considered organized once you pay the required Piety.
How to Reform Religion and Become an Organized Faith in Crusader Kings 3
There are only two requirements that you will need to meet to reform your pagan faith in CK3:
- Control 3 Holy Sites
- Have a lot of Piety
The second part should be easy enough. Depending on how much you want to change about your religion (tenets and doctrines), the Piety cost will go up. However, you will be able to see this cost while editing your new faith.
What you really need to do is get 3 Holy Sites from your faith. You can see those by opening the religious menu (down left, between the house and culture buttons).
You should see 5 to 6 places that have your faith’s icon on the map. Those are the Holy Sites of your religion.
Since you only need 3 to reform your faith, get them as fast as possible and start stockpiling Piety. Once you are ready, open the religious interface and press the “Reform the *your religion* Faith” button at the bottom of the menu.
Then, edit the faith however you’d like and then press the Reform Faith button in the bottom right corner of the menu. If you don’t have enough Piety, or you are at war, or there is anything else wrong, the button will be grayed out.
You will see exactly why you can’t reform your CK3 faith in the upper right corner of the menu, under the “Cannot create Faith” header.
Meet the Organized Faith Requirement Without Reforming Faith
Luckily, if you don’t want to spend time making your little faith in CK3, you can always just convert to an Organized Faith.
By just giving up on your pagan religion and adopting one of the popular religions around the globe, you can skip the whole reformation process and start accepting feudalism faster.
